Hiring office: UNFPA East and Southern Africa Regional Office

Purpose:

  • Provide Operational Support to ESARO and ROSSC countries in respect to Accounts Payable, Operating Fund Account processing and reconciliations, financial policy application
  • Financial Management and Reporting
  • Year End Closure Processing
  • VAT Submissions and Reporting

Scope of work:

  1. Operations support to ESARO and Country Offices
  • Accounts Payable - Processing of DSAs, PO and Non-PO payments for ESARO and ROSSC countries (Botswana, Lesotho, Swaziland, South Africa, Namibia).
  • Processing adjustment entries through APJVs and GLJEs as might be required.
  • Provide advice to staff on all aspects of Atlas, Budgeting, and UNFPA financial rules and regulations.
  • Maintains filing of financial related documents.
  • Staff advances are properly accounted for.
  • eFACE finance review and processing.
  1. Financial Management and Reporting
  • Preparing Monthly and quarterly Financial Accountability checklists.
  • Ensure maintenance and monitoring of chart accounts: charges to incorrect accounts are adjusted.
  • Ensure that Purchase Orders and requisitions are not excessively aged, by monitoring the dashboard.

3. Assistance in year-end closure process

  • Year End closure processing adjustments.
  • Timely submission of year end certifications.

4: VAT Claim Management and Submissions.

  • Process VAT claims and submit to the relevant authority.
  • Allocate VAT deposits on a monthly basis.
  • Prepare and Submit VAT Variance Analysis on a Monthly basis.

Duration and working schedule:

The assignment will start on 15 November 2021 and end on 15 October 2022.

Place where services are to be delivered:

The Finance Associate position is located in the East and Southern Africa Regional Office of UNFPA, Johannesburg in the Operations Unit.

Delivery dates:

Monthly report on tasks and results based on a daily log.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Finance Associate will work under the supervision of the Finance Specialist and overall guidance of the Regional Operations Manager.

Expected travel:

Not Applicable. There is no anticipated travel; but in case it becomes necessary, all travel related costs (transport and DSA) will be borne by UNFPA.

Job knowledge/Technical Expertise-Possesses basic knowledge of organizational policies and procedures relating to the position and applies them consistently in works tasks.

Proven experience of UN accounting framework and systems, specifically PeopleSoft.

Qualification:

- High school Graduate; Bachelor’s degree desirable.

- At least 6 years’ experience in finance or project management.

Languages: Fluency in English.
