Organization Unit: Regional Office for East and Southern Africa

Background:

The Finance/Administrative Associate position is located in the East and Southern Regional Office of UNFPA, Johannesburg within the PreMDESA programme under the leadership of the office of Deputy Regional Director.  The incumbent works under the supervision of the PreMDESA Project Coordinator, in the guidance of the PreMDESA Project Manager.   The incumbent provides overall financial, travel, and general administrative support to the Unit. The incumbent will:

Duties and responsibilities:

  1. Work closely with the Project Coordinator and Project Manager and Focal Points for the PreMDESA programme to assist the Regional Office and country specific projects in financial and administrative matters in line with the global document (the financing proposal, Proposal, annexes and the Funding Agreement) and UNFPA policies and procedures.
  2. Assist the project management in establishing a monitoring and evaluation system for the programme and contribute to the monitoring of the financial execution of the projects in countries and at regional level. This includes reviewing and analyzing implementation level of country projects to determine status of project activities on a continuous basis.
  3. Prepare financial reports on the programme on a regular basis as specified in the Funding Agreement and liaise with UNFPA HQ, UNFPA COs on financial issues.
  4. In consultation with Project Coordinator and Programme Manager, review and harmonize annual implementation plans and budgets.
  5.  Support the preparation and consolidation of reports including annual reports (technical, substantive and financial) pertaining to the programme.
  6. Provide support on all administrative matters concerning the project including travel plans, travel authorization, monitoring of travel budgets, hiring of consultants and liaise with appropriate units in UNFPA Regional Office and HQ.
  7. Liaise with the Regional Office and HR in HQ to ensure that project personnel issues are addressed in a timely and correct manner.
  8. Provide support to administrative and logistical arrangements for all meeting, workshop and courses in connection with projects taking place in Johannesburg or in one of the project countries.
  9.  Assist the Project Coordinator in the design of project specific material pertaining to management and financial issues in support of project implementation.
  10. Monitor status of Operating Fund Accounts (OFA) and prepare action for timely clearance and expenditure.
  11. Assess and monitor project level procurement tasks and other administrative matters.
  12. Facilitate and support year end assets and liabilities and balance sheet statements with reports and related documents.
  13.  Facilitate and assist in annual planning, reviews and final evaluation of the project
  14.  Maintain organized filing system for all financial and administrative related project issue.

QUALIFICATIONS AND EXPERIENCE

  1. Qualifications in accounting and financial management and administrative field;
  2. 5 years of experience in financial and administrative management of development project work;
  3. Fluent in English with excellent writing, analysis and communication skills; knowledge of other UN language is an asset;
  4. Fully conversant with usage of computers (MS Office-Word, Excel, PowerPoint), email and the Internet;
  5. Familiarity with UN development programmes and working methods, and particularly with UNFPA policies, financial and programming procedures, is desirable;
  6. Initiative, courtesy, tact and ability to establish and maintain effective working relations with colleagues and counterparts of different nationalities and cultures.
  7. Ability to function in a team and dedication to multidisciplinary collaboration, with excellent coordination, organization skills.
