Purpose of consultancy:

DFID, the UK Government Department for International Development, is supporting UNFPA East and Southern Africa to improve maternal health through two-year programme funding support of US$28 million. The programme is called “Preventing Maternal Deaths in East and Southern Africa” (PreMDESA). The programme meets critical family planning commodity gaps in 10 countries. It also supports the development of longer term capacity to increase the volume of robust evidence and proven innovative approaches available, which will increase the awareness and future uptake of sexual and reproductive health (SRH) services by adolescents, young people and people with disabilities.

Expected impact of the intervention include:

  • 769,714 unintended pregnancies averted
  • 2135 maternal deaths averted
  • 3,751,498 couple years of protection (CYP) delivered
  • Establishment of a regional innovation hub for SRHR and a Centre of Excellence on Data Management

Scope of work:

One activity deals with communication and documentation of lessons learned and other aspects of the project. In line with the approved work plan, this task is expected to be supported by an individual consultant. Therefore, under the leadership of the regional communication adviser, and in consultation with the project coordinators, the consultant will carry out the following tasks:

  1. Review PreMDESA project documents and develop a detailed documentation programme to raise the visibility of the project.
  2. Produce country programme briefs/flyers/postcards of beneficiaries.
  3. Develop press materials (press release, media update or backgrounder) to promote the project in national and international media.
  4. Develop thematic or country focussed info graphics on the major results/data.
  5. Develop a comprehensive information kit on the results achieved within the first year of the project. This must be a high profile advocacy document for engaging with partners and raising the profile of the project.
  6. Produce multimedia/interactive communication materials (storify, picture slides, flip board etc.) using photographs/voice recordings of beneficiaries and partners.
  7. Pitch two to three stories on the achievements of the project to international media from the UK for possible packaging of special reports/blogs.
  8. Draft two to three blogs to be published on high profile platforms such as the Guardian, Thompson Reuters Foundation or Devex.
  9. Draft stories for UNFPA internal and external platforms to tell the ‘stories of change’.
  10. Support targeted social media campaign on the project, linked to key UNFPA milestones and observances from 15 August to 30 December 2016.

Duration and working schedule: August-December 2016, full time

Place where services are to be delivered: Johannesburg (home-based), with occasional (i.e. monthly) meetings at UNFPA ESARO in Johannesburg.

Deliverables, delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  1. Draft detailed documentation/promotional strategy with appropriate timelines.
  2. Produce 5 photo book images and 5 factographs.
  3. Produce 50 high quality and captioned images and a flip-board styled interface.
  4. Design and produce 3 high profile advocacy kits and 2 well illustrated communication packages.
  5. Data visualization of results from the project.
  6. Produce 2-3 video products for use on social media and UNFPA platforms.
  7. Pitch stories on the results of the project to national, regional and international media.
  8. Continue to other design and graphics requirements related to prevention of maternal deaths in the regional office.

Payment will be based following successful and timely delivery of the above, with payments made monthly in arrears.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The implementation of the assignment will be monitored by the regional communication adviser and the project coordinator. Some of the materials may require prior approval from DFID.

A weekly email summary of work accomplished and plan for the following week will be expected, in addition to phone calls and in-person meetings.

Supervisory arrangements: The regional communication adviser is the direct supervisor of the assignment, with technical and programmatic input from the DFID project coordinator.

Required expertise, qualifications and competencies, including language requirements:

  • Post-graduate University Degree or equivalent in media, communications, public health, social science, or other related field;
  • 5-7 years of increasingly responsible professional experience, in communications and related activities;
  • Documented experience in print and social media;
  • Familiarity with the region and cultural sensitivity an asset;
  • Excellent analytical ability and excellent writing skills in English
