Job Description

Purpose of consultancy:

UNFPA ESARO strongly promotes young professionals in the region to engage and mentor them in core SRHR interventions of UNFPA. The junior consultancy is required to give professional opportunities to young leaders and build their skills to transit to successful professional endeavours. This specific consultancy in UNFPA ESARO is looking for a Junior consultant to support the work related to 1) Youth and Adolescent participation and leadership 2) the UNFPA-UNICEF Global Programme on Child Marriage Phase II and 3) strengthen artificial intelligence programmes to provide strategic information regarding youth programming.

Scope of work: Description of services, activities, or outputs

The junior consultant will be hired under the overall guidance of the Deputy Regional Director and the direct supervision of the Adolescent and Youth programme Specialist. The main tasks are

Youth Participation and meaningful engagement (50%)

Support the conceptualization and implementation of meaningful youth participation including training and capacity-building initiatives for youth in East and Southern Africa (ESA)

Participate in the development of training manuals on youth engagement, youth development and leadership; 

Liaise and provide linkages with existing networks, programmes and structures at the continental level with special emphasis on ESA, programs and structures to facilitate lessons learning and sharing of experiences towards enhanced youth engagement in health, education and overall development

Participate in the institutionalization of youth engagement platforms including supporting the establishment of regional Advisory Panels and dialogue platforms; 

Facilitate the sharing of best practices, comparable lessons and experiences on youth empowerment with a particular focus on UNFPA ESAR led programs

Contribute to project knowledge products, including facilitating validation and creative  write-ups 

Support the establishment of a youth consultants roster

Participate in the dissemination of project outcomes, including support to the Communications Unit towards the adaptation of a Social Media Strategy for meaningful youth participation; 

Facilitate, with the innovation focal points,  the identification and implementation of innovation hubs and youth labs in Africa to enhance youth participation in innovation initiatives and sharing of best practices on the same as part of the broader framework of youth empowerment and job creation as envisaged in the AU Agenda 2063 

Contribute strengthening the work on Adolescent and Youth participation in collaboration with other identified partners.

Support engagement with AfriYAN e.g. EC meetings, AfriYAN AWP, Y-ACT and AfriYAN regional youth accountability for the ICPD25 commitments. 

Support the implementation and monitoring of iSAY (30%)

Track developments on the iSAY platform on a daily basis and produce reports that will inform the regional youth focused and other ESARO programmes immediately about critical findings 

Produce country specific data and reports and sharing with country offices with approval of appropriate officers 

Monitor specific research questions regularly on the platform

Coordinate with Citibeats on any new requirements and updates of the platform

Provide more detailed insight per request by countries or thematic focal points

Review and provide ideas for improving iSAY 

Support training of new colleagues requiring access to the platform. 

Document platform management for knowledge management purposes. 

Suggest news worthy ideas from trends for communication purposes 

Programmes on ending child marriage (Spotlight and GPECM 20%)

Support the implementation of knowledge management and communication activities of the Child Marriage programmes under the UNFPA-UNICEF Global Programme and the Africa Spotlight Programme (20% of consultant’s time). These tasks include but are not limited to:

Support the finalization, design, and dissemination of Key Messages and Recommendations on Child Marriage programming 

Support national and regional assessments on the Impact of Child Marriage and youth participation 

Support the development of knowledge products and south-south sharing on Child Marriage and youth participation 

Support the African Union Campaign on Child Marriage, particularly the communications and capacity building initiatives

Support regional communications for the Global Programme on Child Marriage - for example curating video and photo documentation from the field and production of web stories on Child Marriage.

Support the planning and implementation of advocacy and capacity building regional workshop such as the religious institutions, CSOs and child marriage campaign
 

Duration and working schedule:

The consultancy will last for 6 months from 01 July to 31 December 2023. It is a full-time online consultancy. Payments will be made every month.

Place where services are to be delivered:

The consultancy will be full-time to be delivered online with some mission travel anticipated. 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

At the start of the consultancy, the consultant will be expected to develop a work plan with clear deliverables and timelines in collaboration with the Adolescent and Youth Specialist and other Youth team members. The work will be delivered electronically, in hard copy, and in various media formats as needed. 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The consultancy is expected to commence by 1 July 2023 and ends on 31st December 2023. The consultant will have weekly debriefing meetings with the supervisor and monthly assessments will be conducted based on the report to be submitted. 

Supervisory arrangements: 

The consultant will be hired under the overall guidance of the Deputy Regional Director and the direct supervision of the Adolescents and Youth Specialist with the support of the Innovation Analyst in the youth team. 

Expected travel:

Some mission travel may be expected.

Required expertise, qualifications and competencies, including language requirements:

At least a bachelor’s degree in the field of public health, development studies, SRHR and communications is required or

At least four (4) years of relevant experience is required if the candidate holds a BA degree. In case a candidate holds a relevant Masters’s degree, 2 years of relevant experience is required. 

Below the age of 35 

Prior experience in the East and Southern Africa region required

Prior experience in leading/working with youth-led organizations/networks on SRHR is required

Prior experience in the UN or supported by the UN as an intern, as a UNV or Africa Union volunteer is an asset 

Strong presentation, communication, and writing skills in English required; working knowledge of another UN official language is desirable.
