By 2013, there was growing concern among international and national development partners and governments that adolescents and young people in East and Southern Africa urgently needed support to safeguard their sexual and reproductive health and ensure their access to comprehensive sexuality education. Data on high rates of new HIV infections, early and unintended pregnancies, and gender-based violence highlighted the crisis young people were facing.
