Background

UNFPA in South Sudan works to ensure that every pregnancy is wanted, every childbirth is safe and every young person is supported to reach their full potential, and women and girls are protected from violence. Key strategies for UNFPA in South Sudan are building national capacity of frontline service providers to provide quality care, providing direct services through deployment of skilled personnel, medicines and supplies and engaging with men in their various capacities as clients, partners and community leaders, and engaging young people in decision making and implementation of programmes.

During its annual programme review of 2014, UNFPA partners and staff identified the lack of professionally produced Information, Education and Communication materials as a major weakness in UNFPA's ability to achieve an impact in its community engagement programmes and attaining visibility of its contribution towards the work implemented by partners. Specific observations were made as follows:

  • The office lacks specific branded materials for raising awareness at community level on the range of topics of relevance to its mandate;
  • Where materials have been produced, they have been too text heavy; lacking visual illustrations and not well simplified and designed for use at community level. This is a major challenge given the high illiteracy rate in the country;
  • Most IEC materials have not been translated into the local language;
  • While UNFPA partners have been producing IEC materials at project level, they have not consistently acknowledged UNFPA and in most cases, messages have not been standardized.

It is noted that some partners have developed IEC materials that have been pre-tested and distributed in South Sudan. In such cases, UNFPA would like to build upon such existing materials.

Objectives of the consultancy

The consultancy’s objectives are as follows, but not limited to:

  • Review existing IEC/BCC materials on sexual and reproductive health (SRH), adolescent SRH, family planning, HIV/AIDS and gender-based violence;
  • Compile a list of available IEC materials, assess needs and gaps, and recommend new materials to design and/or update as per need;
  • Costing of the IEC needs.

Scope of the consultancy

The consultant will review existing IEC/BCC materials and provide recommendations for improvement and development of new materials:

  • Review different types of IEC/BCC materials including brochures, flash cards, posters, leaflets, pocket books and laminated charts for health facilities and UNFPA projects;
  • Assess the needs for IEC materials;
  • Share draft reports on existing IEC/BCC materials, the needs in the field, including a costed plan for the procurement of materials.

Methodology

The consultant will follow appropriate methods in organizing, reviewing and identifying IEC/BCC materials, and provide a list of existing materials to UNFPA timely. She/he will develop detailed methodology focusing of each objective in combination of above, which will be finalized in consultation with UNFPA. However, general methodology will include:

  • Desk review of the existing materials in line with objectives and scope. The consultant has to make every effort to collect and review all information relevant for the assignments;
  • UNFPA will not provide any technical and equipment support for indoor activities.

Inputs from UNFPA

UNFPA will be responsible for the following tasks/assistance for smooth completion of the tasks assigned to the consultant.

  • Provide all relevant existing materials and documents including pictures;
  • Review, comments and provide feedback on draft materials, e.g. flash cards, posters, pocket books, FP training booklet;
  • Provide comments and necessary adjustment of proposed work;
  • Organize meetings with programme personnel;
  • Provide vehicle support for outdoor activities for the purpose of gathering information.

Key deliverables

The Consultant will be required to present:

  • An inception report with creative brief of the existing IEC materials;
  • Recommendations on IEC materials to improve and/or develop.

Qualification and experience

The consultant should have experience in producing IEC/BCC materials in similar organizations. and hold the following qualifications:

  • Master's degree with at least 8 years of directly relevant experience in handling/leading the production of IEC/BCC materials;
  • Have sound and proven experience in IEC/BCC material development and publication on the relevant issues (including designing);
  • Sound technical, practical and conceptual understanding of developing the IEC/BCC materials focusing on SRH, FP, GBV, ASRH and HIV/AIDS is essential;
  • Experience in designing effective IEC/BCC and social marketing materials;
  • Experience in conducting IEC/BCC campaigns and social marketing in rural areas;
  • Good understanding of rural people and message design in accordance.

Timing

Two weeks (10 working days). Expected starting date: 4 May 2015.
