The Position:

The Regional Logistician position is responsible for the coordination of logistic support to Country Offices (COs) and Implementing Partners.

This role involves strengthening UNFPA’s wider logistics network in regular and humanitarian operations by providing direct technical support to COs to achieve supply and logistics objectives to the last mile. The incumbent is also responsible to support capacity building at regional and country level.

The position reports to the Regional Supply Officer (P3).

How you can make a difference:

UNFPA occupies a unique position in the Reproductive Health Commodity ecosystem as a critical player in supply chain management, a leading public procurer of reproductive health commodities, a trusted partner to national governments, and one of the few organizations with the scale and partnerships necessary to build accountability for last mile delivery. Additionally in humanitarian settings, UNFPA is responsible for ensuring the availability of lifesaving sexual and reproductive health and gender based violence prevention and response commodities to those hardest to reach, as well as to enable effective operational programme implementation in the hardest to operate settings. 

The Supply Chain Management Unit (SCMU), which will be operational from January 2022, ensures that UNFPA is able to effectively and efficiently support the delivery of life-saving supplies  where they are needed most with the speed and quality required to ensure continuity of UNFPA operations. To do so, it provides enabling services to Regional Offices and Country Offices and ensures coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities across all UNFPA Programmes. 

Job Purpose:

As Regional Logistician, you will have the opportunity to work as part of a multidisciplinary team dedicated to ensuring that UNFPA can play its role as action leader and global champion of reproductive health and rights aiming to end unmet need for family planning, maternal death, and violence and harmful practices against women and girls.

You would be responsible for:

Under the technical supervision of the Regional Supply Specialist the regional logistician will work in close collaboration with programmatic, reproductive health and humanitarian teams in the Regional Office, the SCMU, the Humanitarian Office, Country Offices, implementing partners, and other agencies to achieve supply and logistics objectives to the last mile, within the context of the SCM strategy and Humanitarian Supplies Strategy. This includes strengthening UNFPA’s procurement and wider logistics network in regular and humanitarian operations by providing direct technical support to country offices to streamline in-country logistics, from custom clearance to last mile, building capacity at regional and country office levels, facilitating data collection and consolidation, and facilitating CO compliance with policies and procedures. 

  1. Support in the Provision of Logistics Technical Support and Capacity Building
  • Provide continuous technical support to UNFPA development operations in logistics interventions to enable country office programme objectives, including in relation to UNFPA Supplies programme priorities. 
  • Provide technical support to UNFPA country offices to implement logistics preparedness and contingency planning, including prepositioning where required, to enable continuity and scale up of lifesaving services in humanitarian crisis, including engaging with the logistics cluster preparedness projects
  • As requested by HO and RO, provide technical support to UNFPA humanitarian operations in SCM and logistics to enable implementation of lifesaving humanitarian programming to the last mile, in close coordination with humanitarian partners.
  • Provide technical support to country offices within the region in post-acute emergency settings to support the implementation of logistics interventions to support national operations to build back better.
  • Conduct regular capacity building of UNFPA COs, IPs, and other partners in UNFPA logistics related considerations as required, this includes training and other capacity development support on technical aspects of medical logistics (pharmacy) and humanitarian logistics depending on the context.
  • Support UNFPA CO staff to access relevant capacity building opportunities offered by UNFPA or other global and regional partners related to logistics
  1. Support and monitoring of local and regional logistics, including prepositioning
  • Support implementation of corrective actions by COs further to flaws identified in the area of logistics via second line controls and audits in collaboration with International Operations Managers.
  • Support day-to-day monitoring of logistics in COs in collaboration with regional International Operations Managers.
  • Identify logistics gaps in COs and propose mitigating measures.
  • Support regional offices with logistics activities related to  regional prepositioning.
  1. Support COs in logistics data collection and consolidation
    • Support country offices in collection of consumption, services and demographic data collection from implementing partners.
    • Support country offices in collection and analysis of relevant logistics data to inform country level planning, capacity building and strategy.
    • Support in monitoring incoming international procurement, including for humanitarian commodities to support COs in receiving international freight and  implementing customs clearance.

Carry out any other duties as may be required by the supervisor. 

Qualifications and Experience

Education: 

  • Advanced university degree in supply chain management, logistics, business administration or equivalent is required.
  • Accreditation by the Chartered Institute of Logistics and Transport (CILT) or similar.
  • Certification or degree in humanitarian settings will be an advantage.

Knowledge and Experience:

  • At least five (5) years of experience in  progressive logistics management, including at least (two) providing logistic support to country offices  in development and/or complex humanitarian environments.
  • Knowledge in logistics data collection and analysis and reporting processes
  • Knowledge of good practices in emergency procurement, including product selection, specification development, contracting and delivery
  • Experience in management/accountability mechanisms for supply management to ensure coherence between global, regional and national policies.
  • Ideally have knowledge of the humanitarian cluster systems as well as  understanding of international humanitarian and development organisations and understanding of the work they do
  • Previous experience working with UNFPA supplies, including the Interagency Emergency Reproductive Health kits, or similar such humanitarian health commodities 

Languages:

Fluency in English is required. Depending on the duty station, a working knowledge of another UN language may be required.
